GREENABLER – Environmental Impact and Appropriate Assessments for Bulgaria’s Grid Upgrade
P-United prepared the Environmental Impact Assessment and Appropriate Assessment reports for GREENABLER, a proposed upgrade of electricity transmission infrastructure from 220 kV to 400 kV covering 12 power lines and 14 substations. Between 2023 and 2025, our team also conducted 54 public hearings as part of the assessment process.
Challenge
The grid upgrade aims to increase transmission capacity and enable new renewable energy connections while addressing environmental sensitivities and the needs of local communities. Its extensive geographical scope required an integrated assessment of impacts on the environment, Natura 2000 sites and human health.
Approach
We combined field surveys, environmental baseline analysis and assessment of project alternatives and potential construction and operational impacts. We developed mitigation measures with particular attention to birds, natural habitats and sensitive areas. Our team presented the assessments at 54 public hearings.
Outcome
The EIA and Appropriate Assessment reports provided the expert basis for the project’s approval. The procedure concluded with approval of the investment proposal by Bulgaria’s Ministry of Environment and Water through EIA Decision No. 3-3 of 3 December 2025, marking an important step towards modernising the national transmission grid.
